Step Six: Back-casting on Strategic Themes
The hard work of constructing the EDAP commences from this point, as there is a lot of material, much of which is very disparate. To maintain clear opportunities for input from the public and indeed all interested parties, a Mini-exhibition of the Draft Plan was hosted at Totnes Civic Hall for a week to enable many people to browse all the input in its primary form. The 15 different themes ran as a line across sheets marked in years set out in a large semi-circle. The large Timeline on boards used at the earlier workshops faced the draft plan. This way, browsers could view all the topics together and assist a joined up thinking evolving. They could also add more ideas and suggestions. Discussion groups on all the themes were hosted during the week. Schools were also invited to visit the plan and contribute ideas in pictures. A ‘2030 Cabaret Night’ was hosted during the event and amongst others, the Mirror Mirror Theatre Company gave an outstanding performance of hopes, fears and dreams for 2030 put forward by the audience.

Two questions about your process:
1) Step five describes using back-casting to identify actions and ideas related to the visions. Then Step six is titled “Back-casting on Strategic Themes” but describes a process of public exhibits and consultation. Am I correct in assuming that Step six is merely mis-titled – or was there a second round of back-casting?
2) Step Seven – the red bullets are introduced as “Strategic Themes were identified and a general process for building the pathways was developed”: then the bullets are listed (such as Awareness/education – simple actions; Education – more informed actions; Engagement – lifestyle changes …. etc.) My question is about the bullets. They are not strategic themes – those are labeled in each section. It sounds like the bullets are the steps in the process of change you identified that would get you from 2009 to 2030 —- that the process over time begins with simple awareness and actions and moves through to giving something back to society? That you are saying here you used these general steps as a way of starting to organize the actions and ideas over time – from simple – individual to complex and collective – to equity and balance allowing us to be able to give back ….. something like that? It is not clear to me at all really but this is my best assessment of what those bullets represent – it is hard to see them represented in the pathways – so it makes me wonder if I am totally missing something here??

Re:Q1. Yes there were two steps in the back-casting process as you describe. The initial one to create the strategic themes from the visions and the 2nd one to allow for more details and others ideas based on the back-casting process. ie at these stages we were working from 2030 back to 2009 to identify steps, actions etc.
Re: Q2. The bullets refer to a general outline process for building the pathways from 2009 to 2030 which was identified from the back-casting work. An example of this represented in the pathways would be in the transport section where increased walking and cycling are a key theme; actions from increasing awareness and education which creates demand for more walking and cycling facilities leads to the Local Authority providing more car free routes and in turn the schools get more involved, travel hubs and the walking and cycling network represent more joined up thinking about travel. Safer streets and the change of use and pace by young to old are an outcome of changes to lifestyles. The spread of the transport models in the plan result from sharing the information.
